发挥水文在上海水安全中的关键技术支撑作用探析

摘要 探讨了上海市在城镇化进程中出现的防汛排水压力大、水资源供需矛盾突出、水环境污染严重等水安全问题,建议通过开展以排水排涝标准修订为重点的城市水文基础研究、加大水污染治理机制研究及加强防汛安全实时监测与预警预报工作等途径,提高水文服务能力,为上海城镇化和水安全建设发挥关键性技术支撑作用。 Problems emerged during urbanization process of Shanghai Municipality are examined such as floodwater drainage, contradiction between supply and demand of water resources and serious pollution of water environment. It is urged to enhance level of hydrological service by means of revising standards regarding drainage and waterlogging control, carrying out studies on mechanism for pollution control and strengthening real-time monitoring and early- warning for safeguarding flood control, so as to provide key technical support to urbanization and water security in the city.
