摘要
当前,我国全面深化改革的事业进入了攻坚期、深水区,在全面建成小康社会新的历史时期,民族事务治理面临更加复杂的形势和艰巨的任务。为了构建新形势下和谐、稳固的民族关系,提升民族治理工作的有效性,需要深入领会新时期民族事务治理法治化的内涵及价值,识别民族事务法治化制度建设以及实施过程中面临的深层次矛盾和冲突,调整民族立法思路,突破法理困局,以社会化参与推动民族事务治理去行政化,强化民族事务制度化、规范化管理。
At present, China＇s comprehensive reform has entered a crucial period, in the new historical period of building a Well-off society,the governance of ethnic affairs is facing a more complicated situation and a more arduous task.In order to build a harmonious and stable national relationship in the new situation,and enhance the effectiveness of the work of ethnic minorities,we need to deeply understand the meaning and value of the legalization governance of ethnic affairs in the new era,and to identify the deep-seated contradictions and conflicts in the process of building the rule of law in Ethnic Affairs and the implementation process, We should adjust the legislative thinking, break through the legal dilemma,to promote the socialization of the governance of ethnic affairs; to realize the institutionalization and standardization of ethnic affairs.
