摘要
[目的]了解桂林市社区卫生服务机构健康教育工作的现状,分析存在的问题与不足,为更好的开展健康教育工作提供科学依据。[方法]采用自行设计的调查表,对桂林市社区卫生服务机构进行现场问卷调查,利用SPSS软件进行统计学分析。[结果]共调查桂林市4个区36所社区卫生服务机构,从事健康教育工作人员中女性占78.61%;本科及以上学历的占43.56%;公共卫生专业的占6.7%;初级职称的占61.86%,高级职称的占4.9%;专职健康教育工作人员占7.22%;中心一级健康教育工作人员的学历和职称结构优于站一级;每千人口拥有健康教育工作人员0.6人,且不同行政区间差异有统计学意义;社区卫生服务机构平均年健康教育经费约为3000元;未成立健康教育领导小组的社区卫生服务站达88%;社区卫生服务机构通过网络、电视、报纸等现代传播媒介开展健康教育的程度偏低;健康教育活动在贫困居民和残疾人中的覆盖率分别为83.3%、55.6%;仅50%的机构开展过卫生政策、法律法规方面的健康教育;19.4%的机构尚未开展意外伤害与应急救护方面的健康教育;仅30.6%的机构开展了健康教育诊断与健康教育评价工作。[结论]桂林市社区卫生服务机构健康教育工作人员匮乏,特别是专职人员,且存在区域间配置不均衡的问题。同时,桂林市社区卫生服务机构存在健康教育经费投入不足、组织网络不健全、健康教育形式落后、健康教育特殊人群覆盖率低、健康教育内容不完整、健康教育诊断评价工作不到位等问题。
Objective To understand present situation of health education in community health service institutions in Guilin and analyze the problem and shortage so as to provide scientific basis for carrying out health education work further. Methods Used self - designed questionnaire, site questionnaire survey was conducted to community health service institutions in Guilin. SPAA software was used to statistical analysis. Results It investigated 36 community health service organizations in 4 districts of Guilin. Females who involved health education work was up 78.61%, 3.56% of the staffs were bachelor degree or above, 6. 7% of their major was public health, 61.86% of them was primary professional post title, and 4. 9% was senior professional post title. Full - time health education staffs was up 7. 22%. The education background and professional title structure of centers' staffs was better than the stations'. There were 0. 6 health education staffs per thousand people. There was statistical significance in differences in different administrative areas. Average annual health education funds of community health service institution was about 3000 RM. 88% community health service stations had not set up a leading group of health education. The community health service institutions carried out health education through network, television, newspapers and other modem media was low. The coverage rate of health education activities in poor residents and disabled persons was 83.3% and 55.6% respectively. Only 50% of institutions had health education of health policies, laws and regulations. 19.4% of the institutions had not carried out health education of accident and emergency rescue yet. Only 30. 6% of the institutions carried out health education diagnose and health education evaluation. Conclusions The health education staffs in the community health service organizations in Guilin are deficient, especially the full - time personnel. There is the problem of unbalanced distribution of the region. At the same time, there is lack of health education funding, organization network is not perfect, the form of health education is backward, coverage rate of health education to special population is low, the content of health education is not perfect, diagnosis and evaluation of health education is not in place.
