摘要
在当前土地资源日益紧缺、提倡土地集约节约利用的情形下,宅基地置换已成为我国农村土地制度改革的热点问题。文章选取佛山市顺德区北岸美庐项目作为案例,解析农民住宅供应由独栋宅基地方式向商品房方式转换的阻力、推力、拉力、保障力因素,总结城边村宅基地置换商品房的机制与经验,提出镇、村政府和固化宅基地村民创新合作,充分协调;依托市场,充分发挥市场的作用;政府主导、全程参与,专业公司与社区协调推进;充分发挥村庄社区的作用等结论,以期丰富宅基地置换商品房经验。
In the current situation of increasingly scarce land resources and promoting the intensive land use, the exchanging of homestead houses in villages has become a focus in the rural land system reform. This paper selects Shunde District of Foshan City, take the north house project as the case, Analysis the drag, thrust, tension, security forces among the conversion of housing supply from single building homestead to commercial housing. Summarizes the mechanism and experience of village homestead replacement housing in the edge of the city. In order to enrich the experience of homestead exchange real estate , we still make the conclusion of innovative cooperating among the town, village government and the confirmed homestead villagers,and giving full play to the role of the market, and fully participation of the government, promoting the cooperation between professional advancement and the community, and fully playing their role of the villagers.
