A New Perspective on Housing Purchase Restrictions:Taking “J” City as an Example

摘要 住房限购政策是当前对住房市场调控的一种重要行政干预措施。以J市为例,对"限定谁"、"怎么限定"的深入分析表明,住房限购政策具有明显的歧视性与易变性。限购的背后隐含着一种矛盾转移的权力游戏,它不仅误伤了正常的购房需求,人为地制造了落脚城市的门槛,使购房资格成了一种特权,而且当限购政策日渐成为房价上涨可期的旗帜时,限购也就成了滋养权力与金钱交易的温床。 Purchase restrictions have been an important administrative intervention for real estate market control. In- depth analysis of "Whom to restrict" and "How to restrict" has indicated that this policy shows clear signs of discriminations and variations. The act hides a power game about transfer of contradictions. It not only jeopardizes the proper demand for housing, and increases the threshold for settling down in urban areas by turning home ownership into a privilege, but also enables the restriction policy on house purchase to become a flag to represent the rising housing price, thus nourishing corruption involving the trade between power and money.
