摘要
洱海是云贵高原第二大淡水湖泊,但是随着大理州经济增长、人口增加,洱海流域的污染也在加剧;为了提高环保执法的效率和质量而提出的一种新的执法理念,用于解决传统的洱海环保执法人员缺少而任务繁重、程序不明、监督不力等问题;基于B/S架构,采用GIS、流媒体服务、无线通信、数据库服务等现代化的信息技术方法,设计了基于"互联网+"的洱海流域监察移动执法系统:实现了执法人员之间的指挥交互,巡查轨迹实时记录,历史巡查轨迹按照日期选择进行快速查询,现场取证后即时把证据上传至服务端,洱海保护相关的法律法规的即时查阅、以及案卷卷宗立案、审核、结案等功能;在"互联网+"背景下有效的提高了环境执法水平和执法的效率,并且节约了资源。
Erhai Lake is the second largest freshwater lake in the Yunnan Guizhou Plateau, but with the economic growth of Dali, the population is increasing and the pollution of the Erhai River basin is also increasing. To improve the efficiency and quality of environmental law enforcement, a new law enforcement concept is proposed to settle the problems such as the lack of supervision , process is unclear, and the mission is heavy. Those problems is caused due to the lack of environmental protection law enforcement executors in Erhai Lake. to solve these problems, the Erhai River Basin Monitoring Mobile Enforcement System based on ＂Internet ＋＂ is put forward by using modern information technology methods such as B / S framework, GIS, streaming media service, wireless communication and database service. The system implements the command interaction between law enforcement executors and the real-time record of law enforcement personnel movements , the history movements quick search according to the date , Site evidence immediately after the evidence uploaded to the server and legal documents check the protection of the Erhai and case filed, review, case close and other functions. In the background of ＂ Internet ＋＂ the system effectively improves the level of environmental law enforcement and law enforcement efficiency but also saves resources.
