摘要
尽管运动式治理因其内在缺陷受到诟病,但从本源性分析框架出发解析其长期存在的合理性、合法性和源生动力,有利于更加客观地看待运动式治理。相对有效性是运动式治理长期存在的绩效合法性。这种有效性不仅表现为问题导向的有效性,还表现为结构导向的有效性。可替代性治理工具供给不足是运动式治理长期的现实合理性。只要供给不足的现状依然存在,运动式治理就将有存在空间。与本土治理生态天然契合是运动式治理长期存在的源生动力。理论和实践工作者应在承认运动式治理客观存在的基础上,深入探究其应用范围、限度和方法等问题,并思考如何规避其潜在风险或负面影响。
Although the campaign-style governance is widely criticized for its internal defects, it is helpful to ob- serve it objectively by analyzing its reasonableness, legitimacy and originality from the original analysis frame- work. The relative effectiveness provides performance legitimacy for its long-term existence, which not only mani- fests itself as problem-oriented but structure-oriented, in the effectiveness problems, but also on effects of the ef- fectiveness of governance structure. Insufficient alternative supply of governance tools provides the practical ratio- nality for its long-term existence. As long as the inadequate supply of institutional effectiveness persists, there will be necessity and space for the campaign-style governance. The natural fit between the characteristics of campaign-style governance and local governance ecology provides a source of motivation for the long-term exis- tence of campaign-style governance. Therefore, the theoretical and practical practioners should admit the exis- tence of the campaign-style governance and explore the its application, limits and methods. At the same time, we must pay full attention to its potential risks and negative effects.
