摘要
事业单位改革的历程揭示着我国国家—社会关系的变迁,本文采用历史制度主义的视角,分析事业体制的改革及其存续变迁的机理。研究发现,事业单位长期冗员低效的制度因素在于财力—支出责任不匹配的财政制度和二元分立的劳动人事管理制度,二者均根源于事业单位浓重的行政隶属体制。从零敲碎打到顶层设计再到整体布局,事业单位改革因循了渐进突破的历程:因其行政隶属体制、地方政府的利益同盟所造成的路径依赖而长期踌躇不前;又因中央与地方的利益博弈及观念创新所引发的动态性约束而有望实现重大突破。这一突破将意味着事业单位独立法人地位的获致以及我国社会空间的成长。
Public Service Reform has reflected the changing state-society relationship in China. Public Service Units (PSUs) have long suffered from redundancy and inefficiency, which lead researchers to institutional constraints. From the perspective of historical institutionalism, this article finds that institutional factors lie in the mismatch between government responsibilities and financial resources, and dual personnel managements as well. Both of the above institutions are rooted in PSUs' administrative subordination. Taking a route from the piecemeal manner to a top-down design, PSU reforms have been hampered by local interest alliance as the path dependency, while driving forces still exist, mainly shown as the gaming between central and local governments, together with the idea of market-oriented service provision. Therefore, PSU reform's success largely institutional factors promoting transition. On this configuration are urgently needed. depends on whether policymakers could identify basis, adaptable policies for current institutional configuration are urgently needed.
