摘要
划定并严守生态保护红线,是党中央、国务院在新时期新形势下作出的一项重大决策,是守住国家生态安全底线的重要措施。2017年,中共中央办公厅、国务院办公厅《关于划定严守生态保护红线的若干意见》的出台,对生态保护红线基本内涵、具体内容、划分方法和管控思路作了相应的调整和完善。本文在借鉴国内外已有的研究成果和我国各省市实践的基础上,针对目前我国生态保护红线的功能定位,提出生态保护红线分级、分类、跨区管控的新思路,以便更好完善我国生态保护红线制度。
The demarcation and observance of the red line of ecological protection is a major decision made by the CPC Central Committee and the State Council under the new situation in the new period. It is an important measure to hold the bottom line of national ecological security. In 2017, Several Opinions of Demarcation and Observance of Red Line of Ecological Protection issued by the general offices of the Central Committee of the Communist Party of China has made the corresponding adjustment and specification for basic connotation, specific content, demarcating methods and control thinking of the red line of ecological protection. Based on the existing research results at home and abroad for reference, and based on the practice of various provinces and cities in our country, based on the function orientation of the current red line of ecological protection in China, this paper puts forward the new thought to perfect the ecological protection of the red line grading, classification and interregional control in order to better improve the red line system of ecological protection in China.
