摘要
国家公园是指国家为了保护一个或多个典型生态系统的完整性而划定的特定自然区域,它具有自然或文化状况的天然原始性,资源的珍稀独特性、景观的观赏游憩性等基本特征。我国于2013年提出建立国家公园体制,2015年公布《建立国家公园体制试点方案》,确立了三江源、东北虎豹栖息地、大熊猫栖息地等9个区域作为国家公园体制试点地区。文章就国家公园体制、试点地区的工作进展与计划进行了分析,并就存在问题提出了相应的对策建议。
National park refers to the specific natural area delineated by the state in order to protect the integrity of one or more typical ecosystems. It has natural primitive nature of natural or cultural conditions, rare and unique nature of resources, or namental recreation nature of landscape. Our country put forward 'the system of national parks' in 2013, and published The Pilot Plan to Set up the System of National Park in 2015. And then China established the three river source regions, the northeast tiger leopard regions, pandas regions and so on. The nine regions were set up as pilot areas of the national park system. This paper analyzes the progress and plans of the national park system and pilot area, and puts forward some suggestions on the existing problems.
