摘要
以风险、资本、政策工具和成本作为切入点,构建耕地重金属治理政策分析框架。与传统污染治理不同,耕地重金属污染是一个"大治理"过程,利用土壤修复与种植结构调整结合方式,实现安全治理污染耕地目标,环境维度风险分散至经济、社会等维度。以XX试点区为例,在梳理耕地重金属治理政策《湖南重金属污染耕地修复及农作物种植结构调整试点实施方案》基础上,分析现行政策经验与问题。结果表明,从目前试点情况看,耕地重金属治理政策发挥积极作用,满足实施方案中"农民收益不受损"要求,有效降低自然风险与农民经济风险;但由于人力资本不足、社会资本欠缺及政策工具未在数量与环节上合理搭配,政策仍具有完善与优化空间。
An analytical framework for the policy of heavy metal treatment in farmland was constructed with the concepts of risk, capital, policy tool and governance" was needed by heavy metal pollution cost. Unlike traditional pollution control, a "great control in farmland, with the combination of soil remediation and planting structure adjustment to achieve the target of secure using contaminated farmland. This made the risks of environment dispersed into economy, society and other dimensions, so a systematic way was needed to reduce these risks. On the basis of combing the "Hunan Province heavy metal pollution farmland restoration and crop planting structure adjustment pilot implementation plan" and taking XX pilot area as an example, the advantages and disadvantages of current policies were analyzed. The results showed that the policy of farmland heavy metal pollution control played a positive role, which met the requirements of no damage to farmer's income of the implementation program proposed, and reduced natural risk and farmers' economic risk effectively. However, lacking of human and social capital, as well as unreasonable collocation of policy tools in quantity and process, there is still some room for the perfection and optimization of policies.
