摘要
智能化环境行政执法,就是利用互联网实施的在线监测环境质量活动,其具体表现形式是污染源自动监控系统的应用。实施智能化环境行政执法,不仅是"互联网+"和大数据时代环境法治建设创新发展的需要,而且是贯彻我国新《环境保护法》提出的环境法基本原则的需要,同时也是大数据时代实现环境正义、倡导高效率执法与促进企业主动承担环境责任的必然要求。
Intelligent environment administrative enforcement is the use of the Internet to monitor environmental quality activities online, specific manifestation of which is the application of automatic monitoring system of pollution sources.To implement intelligent environmental administrative enforcement is not only the ＂Internet ＋＂ and ＂big data age＂ environ- ment,the rule of law,innovation and development needs but also the need of carrying out the basic principles of envi- ronmental law put forward in the new environmental protection law of our country,at the same time,it is also an in- evitable requirement for achieving environmental justice in the era of big data,promoting efficient law enforcement and promoting enterprises to take the initiative to undertake environmental responsibility.
