摘要
中小河流治理是党中央、国务院的一项重大决策部署,是完善区域防洪体系的重要组成部分。经过多年的治理经验的累积,中小河流治理已经由单纯的防洪治理逐步发展为集防洪、生态等多功能于一体的系统治理工程,因此在确保防洪安全的前提下,保持河流的自然形态,改善河流生态环境,维护河流生命健康,成为中小河流治理理念的主要方向。
Small and medium-sized river management is a major decision-making arrangement of the CPC Central Committee and the State Council, which is an important part of improving the regional flood control system. After years of experience in the accumulation of governance, small and medium-sized river management has been gradually developed by the simple flood control for the flood control, ecology and other multi-functional system in one of the governance project, so to ensure the safety of floods under the premise of maintaining the natural shape of the river, River ecological environment, to maintain the river life and health, as the main direction of the concept of small and medium river governance.
