摘要
地区(行署)制度在理论上符合完善行政体制、改善省县之间地方管理的需要;实践中,地区行署在缺乏正式身份和职权、工作量较大、随时可能被撤销的情况下,起到了一级政府的作用,成为行政链条上的重要一环。然而,该制度增加了一级机构,加大了行政成本和财政负担;地区行署与同城的市县存在矛盾,降低了行政效率。评价地区(行署)制度的弊端时应该注意:制度设计本身即缺乏应有的配置;相关弊端不仅早已存在,而且并未随着地区的撤销而消失;这些弊端是政治体制与经济体制发展不相适应的结果。
The regional (administrative office) system is theoretically consistent with the need to perfect the ad ministrative system and to improve provincial-county local governance. In practice, in the absence of a formal status and authority, the presence of a large workload, and the fact that the offices could be abolished at any time, the regional administrative offices played the role of the provincial government and became an important link in the administrative chain. However, the existence of this system resulted in an added institutional level, increased the administrative costs and financial burdens, and created contradictions between the regional administrative agencies and the cities and counties, thus reducing administrative efficiencies. To evaluate the defects of the regional system, it is important to note that the design of the system lacked a proper configuration, and the related drawbacks had long existed and they were not eliminated with the revocation of the regions, which was the result of the development of a political system that was incompatible with the economic system.
