摘要
中国要实现在非洲的战略意图,就必须根据自身对非洲的需求和欲求,运筹、制订出经略非洲的行动规划,该行动规划就是中国的非洲战略。然而,长期以来,中国关乎非洲的战略思维和战略实践多是以中国国家战略或国际战略之"伴随战略"的面目出现的,而不是作为"地区战略"即指针对非洲并围绕非洲本身而设计、筹谋的。目前,政府关于中国经略非洲的顶层设计尚滞后于对非工作的实践,学界关于中国对非洲战略的"运筹研究"也存在一些误区或缺失。中非关系在经历了跨世纪的持续、快速发展后,如欲再跃升一个新台阶,则需要有新思路、新举措,其中最关键的就是:在中国国家战略的整体框架下,加快运筹、制订针对非洲的"地区战略"。鉴于中国对非洲战略系中国经略非洲的整体性战略构想,事关中国对非工作的方向性、全局性、长远性、前瞻性问题和解决方案,关乎中国在非洲的重大和长远利益,而战略运筹则又是战略决策和战略实施之先导,故应摆在政府对非工作的优先层面,从事政策研究的智库学者亦可并应在这方面有所作为。
Upon the basis of its demand and need regarding Africa, China needs to develop and formulate its operation plan, which is the strategy of China towards Africa, to guarantee its strategic intention in Africa. For a long time, however, both the strategic thinking and practice of China towards Africa are commonly read as ＂ adjunctive strategies＂ of its overall national or international strategy, rather than an intact Africa - oriented ＂ regional strategy＂ . Currently, China＇ s official top - level design of its operation plan in Africa still lags behind the development of Sino - African relations, while there are also some error and missing in academic studies on ＂China＇s operation plan in Africa＂ . Having been experiencing a cross -century rapid and sustained development, Sino -African relations ought to usher in new achievements by adopting new thinking and initiative, which call for the most critical work of developing and formulating China＇ s ＂regional strategy＂ regarding Africa within the framework of its overall national strategy. As the strategic operation plan regarding Africa, the strategy of China towards Africa is of directive, overall, long - term, prospective significance to its relations with Africa, concerning the fundamental and long - term interest of China in Africa, and ought to top the agenda of both the Chinese government＇ s work regarding Africa and policy researches of Chinese think tank scholars.
