摘要
非洲由于小农经营占多数、土地产权不明晰、化肥农药施用量少和基础设施条件差,导致农地的开发利用率和已开发利用的农地生产率低下,其粮食单产只有世界平均水平的40%。目前非洲的粮食产量为4亿吨多一点,总需求却超过了5亿吨;且非洲营养不良人口数超过2.3亿人,占总人口比重的19.8%,可见粮食安全无法得到保障。非洲国家在这些方面的不足之处恰恰是我国企业有经验、有能力予以支持和帮助的。具体来看,农业综合企业有助于提高农地开发利用率;化肥农药企业和机械制造企业有助于增加现代投入要素;大型基建集团有助于完善基础设施建设。上述四类农业相关企业通过务实合作的方式,可以有的放矢地解决非洲粮食安全的问题,并实现拓展海外市场、获得超额收益的目的。
In Africa,due to the great number of smallholder farming,unclear land property rights,less application of chemical fertilizers and poor infrastructure conditions,the developed and utilized agricultural land is small and the productivity rate of the cultivated farming land is low.Africa＇s grain yield per unit is only 40% of the world average.The current food production in Africa is more than 400 million tons,whereas the total demand is over 500 million tons;besides,the number of undernourished population of Africa is more than 230 million,accounting for 19.8% of the total population.It can be seen that food security is beyond guarantee.But on the other hand,our Chinese enterprises have enough experience and ability to deal with the deficiencies of the African countries in these aspects.Specifically,the agribusiness will help to improve the utilization rate of agricultural land.Fertilizer and pesticide enterprises and machinery manufacturing enterprises will help to increase the modern input factors.The large-scale infrastructure groups will help to improve the infrastructure construction.Through pragmatic cooperation,the four types of agriculture-related enterprises mentioned above,can solve the problem of food insecurity in Africa with purpose,achieve the expansion of overseas markets,and get excess returns.
