摘要
科技创新券政策作为一种新型的政府科技创新资金投入政策,已经在中国很多地区付诸实施,急需对其开展全面的政策评估。从政策评估的目标、主体、对象、指标及方法等要素入手构建科技创新券政策评估体系,并对该体系运行中应注意的问题进行说明。这对开展科技创新券政策评估,全面把握其实施状况,进而优化政策方案、提升政策实施效果具有一定的理论参考价值。
Technology innovation voucher is a new investment policy of govemmentscience capital,which has been put into effects in many areas of China.That means it badly needs to be all-aronnd evaluated.This paper constructs a science innovation evaluation system, which is based on the perspective of policy assessment goal,policy assessment subject, policy assessment object,policy assessment indicator,policy assessment method,etc..And it elaborately explains some noticed questions in the course of operating system. It is important for the paper to do research on technology innovation voucher, to grasp the all-round enforcement state, to optimize policy scheme.Finally,it achieves the goal of promoting theory enforcement effect value.
