摘要
为科学评估水利工程的社会稳定风险程度,全面识别和预防涉稳风险,从内、外因风险源角度设计社会稳定风险评估指标体系,并构造GAHP评价模型,运用聚合判断矩阵进行指标赋权,结合多层次模糊综合评价法确定综合风险值,并以长江干流江苏段崩岸应急治理工程为例对模型进行应用分析,结果表明长江干流江苏段崩岸应急治理工程的社会稳定风险程度较低。最后针对较敏感风险因素提出防控措施。
In order to scientifically assess the social stability risk of water conservancy projects and to comprehensively identify and prevent the social stability risk,the risk assessment index system for social stability is designed from the perspective of internal and external risk sources.Meanwhile,GAHP is chosen as the assessment model.The aggregated judgment matrix is used to calculate the index weights.The multi-level FCE is chosen to determine the values of risk assessment.Finally,the case study of bank collapse emergency management project of Jiangsu Section of Yangtze River indicates that its social stability risk is low.Finally,some prevention and control measures for the sensitive risk factors are put forward.
