摘要
绿色发展是指导我国"十三五"及未来长远发展的基本理念,节能是绿色发展的有效手段之一,借鉴国际先进节能管理经验和典型做法强化节能是绿色发展的有力支撑。文章阐述了日本、德国和美国等国家的先进节能管理经验,包括重视节能管理基础工作、能效激励措施、技术节能、市场化机制以及重视实施效果评估等典型做法,分析了我国节能管理现状及节能要求,提出了健全节能管理体系、完善能效激励措施、推广"能效网络小组"和强化市场化机制等建议。
Green development is the basic concept to guide the 13th Five-Year Plan and the long-term development. As energy-saving is an effective means of green development, drawing on international advanced energy management experiences and typical practices to strengthen energy-saving is a strong support for green development. The advanced energy-saving management experiences in Japan, Germany and America are introduced in this paper, focusing on basic work of energy saving, energy efficiency incentives, technical energy-saving, market mechanisms and implementation evaluation. This paper also analyzes the current energy-saving management and requirement in China, and proposes suggestions including perfecting energy management system, improving energy efficiency incentives, promoting ＂energy efficiency groups＂ and strengthening market mechanism.
