摘要
国家"一带一路"倡议给我国铁路积极开拓国际物流市场创造了极为有利的条件。为更好地满足国际铁路货运市场结汇需求,试将多式联运提单引入铁路单证系统,并对铁路多式联运提单在国际贸易中的可行性进行分析。通过识别引入铁路多式联运提单后主要涉及方所面临的风险,建立风险评价指标体系,应用基于可拓学的层次分析法,较为客观地判断各风险因素的重要程度,并针对铁路多式联运提单风险评价结果分析风险产生的原因,提出相应控制风险的措施,从而更有效地规避风险。
The implementation of national "the Belt and Road" initiative has created favorable conditions for China railway actively to expand international logistics market. In order to better satisfy the foreign exchange demand of international railway freight transportation market, this paper introduces inter-model transportation BL (bill of lading) into railway document system, and analyzes the feasibility of the BL in international trade. Through identifying and introducing the risks in main aspects after taking the BL, the risk evaluation index system is established, and the important degree of each risk factor is judged objectively with extenics-based AHP method. Targeting the risk evaluation results of the BL, the paper analyzes the risk occurring reasons, and puts forward relative risk control measures, so as to effectively avoid risks.
