摘要
区域水环境破坏对社会和人们生活造成了严重影响,阻碍了经济发展。对水环境破坏引起的经济损失进行评估,有助于科学决策,并实现可持续发展。文章在对区域水环境破坏经济损失评估方法整理总结的基础上,根据2015年天津市统计年鉴,采用市场价值法,对2014年天津市水环境破坏引起的经济损失进行评估。文章主要从水环境污染破坏和水生态破坏两方面对天津市水环境破坏的经济损失进行估算,为水环境污染治理和管理提供基础性依据。研究结果为,天津市2014年水环境破坏带来的经济损失大约为1719408.26万元,占GDP的比重为1.09%。天津市近年来的水环境状况明显改善,水环境保护和污水治理意识显著增强。但仍然存在水污染和水环境破坏问题,因此改善水环境状况依然很重要。
Regional water environmental deterioration seriously influenced people＇s life, and hindered the economic development. To evaluate the economic loss caused by water environment deterioration is helpful to scientific decision and realize sustainable development. In this paper, according to2015 Tianjin statistical yearbook, we evaluated the economic loss caused by water environment deterioration by using market value method. In this paper, the economic loss caosed by water environment deterioration consists of the following several aspects. First, the water environment damage can be divided into two parts of the water environment pollution and ecological deterioration. Water pollution deterioration can be assessed from the agricultural, industrial, municipal and other aspects of the loss; water ecological deterioration is comprised of the overdraft of groundwater（land subsidence） and surface water（reservoir silting）. The estimation of economic losses casued by water environment deterioration provide fundamental basis for water environment pollution control and management. The research result indicate that the economic loss value of Tianjin caused by water environment deterioration in 2014 is about17.19 billion yuan, accounting for 1.09% of GDP.
