摘要
通过梳理关于创新网络与产业集群的相关文献,分析产业集群升级理论以及集群创新网络特性理论,认为影响集群升级的关键因素包括创新基础因素、创新资金投入因素和创新资金支出因素三个维度。在此基础上,提出研究假设:创新网络成果传递能力对集群升级产生促进作用,该作用还受到国家创新政策的调节。构建集群创新网络创新成果传递能力对集群升级影响的理论研究框架,并以全国42家创新型产业集群为研究样本,实证检验创新网络成果传递能力对集群升级的作用关系。最后,从改善集群企业创新能力、集群创新网络成果传递路径和创新保护政策等方面,为推动集群升级发展提出建议。
Through reviewing the related literatures of industry cluster and innovation network, the paper analyzes industrial cluster upgrading theories and the characteristics of the cluster innovation network theories, and believes that the key factors that affect the upgrading of clusters include innovation foundation, innovation capital investment and capital expenditures. On this basis, it puts forward the research hypothesis that transmission capacity of innovation network achievements play a positive effect on cluster upgrading, which is adjusted by the national innovation policies. The paper constructs the theory research framework about the impact of cluster innovation network achievement transfer ability on cluster upgrading, and with 42 innovative industrial clusters of the country as the research samples, empirically tests the transfer ability of cluster innovation network achievements on cluster upgrading. Finally, it puts forward suggestions about how to promote the cluster upgrade development by improving innovation abilities of cluster enterprises, transfer path of cluster innovation network re- sults, and innovation protection policy.
