摘要
以"放管服"改革破除人才发展体制机制障碍,构建具有竞争力的高校人才制度体系和环境,是推进高等教育高层次人才工作的现实需求,是提升高等教育质量的关键措施。高校高层次人才发展体制机制改革应遵循现代大学治理规律、市场经济规律、科学研究规律和人才流动规律,激发高层次人才的创新精神和创造活力。"放管服"改革重点是落实高校选人用人自主权,处理好"放"和"管"的平衡,优化人才创新创业发展环境。
The reform of "supervising,controlling and serving" breaks the obstacles to the reform of the talent development system,and constructs the competitive system and environment for the university talents system.It is the practical requirement to high-level talents and the key measure to improve the quality and level of higher education.The reform of system and mechanism of high level talents development in colleges and universities should follow the rules of modern university governance,the law of market economy,the law of scientific research and the law of talents flow,and stimulate the innovation and creativity of high-level talents.The key point of reform of supervising,controlling and serving is to implement the autonomy of selecting and employing talents in colleges and universities,find the balance between "supervising" and "controlling",and improve the innovative and entrepreneurial environment of the talents.
