摘要
多年来我国实行的行业协会双重管理制度,没有能很好解决国家和社会关系这个命题,该管理制度下的国家与行业协会商会之间是一种"行政领导"关系模式。脱钩改革给行业协会商会发展带来重要机遇,但也面临着新的挑战。研究借鉴"控制-功能"研究思路,立足中国国情和当前面临的突出问题,提出了加快建构综合监管体制应坚持"党建核心、权利保障、风险防范"的总体方向和原则,并提出了具体的行动策略。
For so many years,we have the‘dual management’to industry associations under which have the traits of‘administrative leadership’between the State and industry associations,and do not understand the topic of State and Society relations.Separation Reform brings an opportunity to the development of industry associations,but also face new challenges.Standing on the China’s context and tricky issues,we try to build comprehensive supervision system of‘Party Building as a core,rights guarantee,and risk avoidance by using‘Control-Function’research method,and also propose specific action strategies.
