摘要
近年来,我国一直在推动土地流转市场化,现有的土地流转在理论和实践层面都存在严重的私有化风险。在经济发展新常态的大背景下,为了进一步巩固和壮大集体经济和合作经济的基础,亟须重温邓小平关于社会主义农村和农业改革发展的"第二次飞跃论"的战略思想和方针,积极防范和纠正土地改革中私有化的巨大风险,保障土地流转沿着社会主义农村集体化、集约化道路发展。基于近40年的农业发展成就以及对于"十三五"时期的展望,综合我国农业生产力质的飞跃、农业供给侧结构性改革、社会主义新农村建设、共享发展理念等时代新特征,可以得出邓小平提出的条件已经总体具备,新形势下必须促进而决不可无视"第二次飞跃"的战略方针。在此基础上,通过"第二次飞跃"的科学理论指导,结合习近平总书记的"分"与"统"思想、"四条底线"思想、"贫困村集体经济较弱"思想等重要讲话精神,提出土地流转促进"第二次飞跃"的有效路径。
China has been promoting market-oriented land transfer in recent years. The current land transfer faces serious risk of privatization in the theoretical and pactical aspects. In order to further consolidate and strengthen the foundation of the collective economy and the cooperative economy in the general background of new normal of economic development, it is urgent to review Deng Xiaoping's strategic thinking and guideline in his 'second leap theory' regarding socialist rural and agricultural reform development, so as to actively prevent and correct the huge risk of privatization in land reform and ensure that land transfer develops along the road of socialist rural collectivization and intensification. Based on the rural development achievements in recent 40 years and the outlook on the 'Thirteenth Five-Year Plan', as well as the overall consideration of the new characteristics of the times such as substantive leap of China's agricultural productivity, the supply-side structural agricultural reform, the construction of socialist new rural areas and the concept of shared development, it can be concluded that the conditions put forward by Deng Xiaoping are already available. It is necessary to promote the strategic guideline of the 'second leap',which definitely should not be ignored, in the new situation. On the basis of this, the effective path for land transfer promoting the 'second leap' is put forward through the guidance of the scientific theory of the 'second leap' and by combining the important speech spirits of General Secretary Xi Jinping such as the thinking of 'divided' and 'unified', the thinking of 'four bottom lines' and that of 'weak collective economy in poor village'.
