摘要
中越边境跨境婚姻呈增多之势,引起了学者的广泛关注。跨境婚姻非法化的风险、向内地渗透的风险、与跨境犯罪相结合的风险、以越南新娘为话题的网络舆情风险等,对构建风险防控体系提出了迫切的要求。应建设监控预警机制、社会动员与管理机制、综合研判与共享机制,切实将中越边境跨境婚姻风险降至最低,维护边境稳定。
Since the reform and opening-up policy, China-Vietnam cross-border marriage has witnessed an increasing trend, which results in security situations not to be neglected, and causes widespread attentions from the scholars. The risks of cross-border marriage1 illegality, inland penetration, combination with cross-border crimes, and online public opinions with Vietnamese brides as the theme are justified for an urgent demand for construction of risks prevention and control system. Construction of prevention and control system for cross-border marriage risks from the perspective of open source intelligence through development of mechanism of supervision and warning, social mobilization and management, comprehensive analysis and sharing contributes to minimum risks, as well as stable and orderly management of cross-border marriage.
