摘要
分析我国孤儿作品问题产生的根源,在与国际公约确立的基本原则相一致的前提下,通过相应的制度设计激励版权人主动进行登记,建立信息充分的版权信息检索数据库等方法,从源头上控制新的孤儿作品的产生,减少孤儿作品的数量。
This thesis analyzes the root cause of the problems of orphan works in China. According to the premise of being in line with the basic principles of the International Convention,we should design the corresponding incentive system to stimulate the initiative copyright registration for the purpose of the establishment of information database of full copyright information retrieval,which can control the generation of the new orphan works from the source and reduce the number of orphan works.
