摘要
房屋专项维修基金事关民生,包头市依据上位法出台了《包头市房屋专项维修资金管理办法》,该《办法》有效地解决了维修基金的使用程序过于复杂和发生危及房屋安全的紧急情况下如何使用维修基金两大问题,在实践生活中为我市市民带来了便利。但该《办法》也存在一些问题,在主管部门的代管、诉权的行使和罚则的应用方面都有所欠缺,应进一步明确和纠正。
Housing special maintenance fund is a matter of people＇s livelihood. Based on the host law,＂Regulations for Housing Special Maintenance Fund for Baotou City＂was introduced,and the ＂Regulations＂can effectively solve two big problems in using the maintenance fund,and brought convenience for the city residents practically. However,there are some problems in the ＂Regulations＂,which should be further clarified and corrected in the administrative department,the exercise of the right of appeal and the application of the penalty.
