摘要
衡量公民监督作为廉洁政府建设工具有效性的指标主要有5个:一国是否有公民监督制度及其相关实施程序;公众心理是否有自觉举报腐败者的愿望;政府是否用民意调查来作为施政的参考;信息公开程度,特别是利用互联网作为信息公开工具的情况;是否有"公民宪章"(或类似的承诺)。用这5个指标可以衡量我国公民监督的有效性情况。
There are five indicators to measure the effectiveness of civil supervision over a clean government： Is there a national system for civil supervision with related implementation procedures; are the public willing to report on corruption; will the government refer to the results of opinion polls in their governance; the accessibility of information, especially the use of the internet for disclosing information; and whether there is a ＂Citizen＇s Charter＂（or similar commitments）. These five indicators can be used to measure the effectiveness of civil supervision in our country.
