摘要 存量规划的时代,历史街区的保护与发展成为城市提升内涵、释放内源动力的重要途径,是塑造城市特色,展示城市风貌的主旋律。经过近30年的发展,城市历史街区的保护与发展已有较多的理论研究与实践案例,文章在梳理总结国内历史街区实践案例的基础上,分析了双重属性背景下历史街区活化方式与动力层面的根源与逻辑,进一步以广州市历史街区为例,剖析当前历史街区发展面临的困境。最后结合"微改造"方式,提出活化提升历史街区应该以保护为前提,以多元主体参与为动力,以产权为工具,以提升人居环境质量为目的,以期为城市历史街区的发展提供一定的借鉴和参考。 In the era of inventory planning, the development of urban historic districts has become an important way to release the endogenous development power and enhance the urban quality, as well as the main theme of shaping the city's characteristics and showing the feature. There are plenty of theoretical and practical research on the protection and development of urban historic districts in the past three decades. The driving forces of activating historic districts are summarized on the basis of the a large number of cases. It further analyses the dilemma that are faced during the development on historic districts, based on a case study of Guangzhou historic districts. Finally, this paper puts forwards some strategies that the activation of historic districts should be based on protection, supported by the participation of multi-subjects, equipped by property rights through some micro-reform projects. This paper aims to improve the living environment for the residents and to provides some suggestions for the future practices.
