摘要 使用DEA模型计算综合用水效率需满足自由度的限制,即投入产出指标数之和的2倍小于决策单元数量,否则造成区分度较低,出现多个决策单元综合效率同时为1,造成难以排序的问题,因此限制了综合用水效率评价指标个数。为解决以上问题,提出了基于DEA-CCR模型与复合系统的综合用水效率评价方法,根据水资源主要用途将综合用水效率分解为生态用水效率、生活用水效率、生产用水效率3个子系统,利用DEA-CCR模型计算各子系统的用水效率。根据多目标线性加权和法决策理论,通过子系统用水效率与各子系统熵权,求解综合用水效率。最后以上海市2001-2015年综合用水效率为例进行研究,通过分析评价结果,提出了全面的改进措施。利用基于复合系统与DEA模型的综合用水效率评价方法所得评价结果符合上海市实际情况,证明了该方法合理可用。 The number of decision making units should be twice as much as the number of indexs when use the DEA method caculating water use efficiency,otherwise, the resuhs will be inaccurate.The decision making units will not be distinguished. For avioding the disadvantages, the evaluation of water use efficiency based on DEA-CCR model and composite system is raised.The comprehensive water use efficiency is divided into water use efficiency of product, water use efficiency of domestic, water use efficiency of ecology according to the use of water. Water use efficiency of subsystems are caculated by DEA-CCR method.According to the muti-target decision making method and entropy, the comprehensive water use efficiency is obtained.The method is used to evaluate the comprehensive water use efficiency of Shanghai in 2001- 2015. Improving meatures was raised according to the results of evaluation. The results show that the method is effective to evaluate the comprehensive water use efficiency.
