摘要
[目的/意义]针对中央和地方对党校智库建设的目标要求,进一步明确建设新型"红色智库"的目标方向和功能定位,建立健全一套规范、有序、可操作性的智库建设运行机制,从而为各级党委、政府,特别是为党的理论研究和党性教育研究提供强有力的智力支撑。[方法/过程]结合党校自身特点和工作实际,充分整合和挖掘党校现有资源,在聚焦目标方向,找准功能定位的前提下,创建新型智库的全新运行模式,通过建立联席会议制度、成果转化机制、信息共享机制和激励约束机制,有效推动党校"红色智库"创新发展。[结果/结论]通过一系列理论探索和运行实践,为提升党校智库建设的科学性、目标性、规范性、有效性提出建议,为党校系统开展新型"红色智库"建设的研究与实践提供有益参考。
[Purpose/significance] This paper aims to establish and perfect a set of standards, orderly and operable work mechanisms of think tanks by further clarifying the targeted direction and function of the new red think tank construction according to the central and local requirements for building party school think tanks. Thus, it can provide strong intellectual support for party committees and governments at all levels, especially for the party’s theoretical research and party spirit education research. [Method/process] Based on the characteristics of the work of party schools, it intended to create a new running mode for the think tank construction by integrating and excavating the existing resources of party schools and clarifying the targeted direction and function of think tanks. It could promote the innovation and development of the red think tank of party schools through establishing the joint meeting system and the mechanisms of achievement transformation, information sharing, motivation and restraint. [Result/conclusion] It can contribute to building a scientific, targeted, standardized and effective think tank of the party school and provide a benefcial reference for the theory and practice of the new red think tank construction of the party school system by making use of a series of theoretical exploitation and operating practices.
