上海市在用柴油车排放限值减排效益研究 被引量:1

摘要 为评估上海市在用车柴油车使用地方标准DB31/379-2015后污染排放的减排量以及成本效益,包括计算减排措施的成本,推估污染减排的周边效益并对成本进行效益分析,以上海市2014年车辆保有量为基础,采用分层抽样、排放限值比较、公式计算,估算该措施可以消减颗粒物PM_(10)732t;IM(在用车检验维修制度)削减比例8.1%,效益成本约为5.7万元/t。研究结果可为评价和研究IM对在用机动车减排提供新的数据支持,对环保部门指定在用柴油车污染减排管理措施提供参考。 The emission reductions in major pollutants and cost-effectiveness after the use of local standard DB 31/379-2015 for in-use diesel vehicles in Shanghai were evaluated. Based on the vehicle population in Shanghai in 2014, it has been estimated by using stratified sampling and limit comparison that the measures could reduce 732 tonnes emission of particulate matter as PM_(10) accounting for 8.1% cut through IM(vehicle inspection and maintenance programme) with the benefit cost of about 57,000 yuan per tonne. The results could provide new data support for the evaluation and study on IM to reduce emission from in-use motorised vehicles, and could give a reference for the environmental departments to designate pollutant emission reduction management measures for in-use diesel vehicles.
