摘要
要真正实现21世纪海上丝绸之路建设的五通目标,就必须打破地缘政治所营造的遏制大国的宿命论,以共同关系和情感的营造实践代替传统的利益共同体来塑造全新的地缘蓝图。因此,建设海上丝绸之路的新思路在于通过侨务公共外交来打造"情感共同体",迈向一种以建构主义为支撑的"情感/关系"侨务公共外交路径。其中,华商作为一个具有影响力的独特群体,既是公共外交的重要目标群,也是公共外交重要的行为主体,可以借助华商的主体建构作用,以关系营造为实践切入点,推动海上丝绸之路建设民心相通的实现。
In order to realize the goal of 21st Century Maritime Silk Road and to break the containment of the rising power based on geopolitical thoughts,it's necessary to construct a new community with the foundation of common relations and emotion. Therefore,a new path for the 21st Century Maritime Silk Road could be constructed through public diplomacy in overseas Chinese affairs,building an "emotional community". The Chinese businessmen are both important target group and behavior agent. Taking advantage of Chinese businessmen's function of subject construction and relational building as practical strategy,we could make these efforts together to promote the communication along the Maritime Silk Road.
