城乡教育一体化的区域模型构建——基于上海市奉贤区的实践思考 被引量:5

摘要 推进城乡教育一体化,实现基础教育优质均衡发展,是上至中央政府下至人民大众、广大师生共同关注的事业。当前我国城乡教育一体化的目标是,到2020年要基本消除城乡二元结构壁垒,在区县内基本实现义务教育均衡发展和城乡基本公共教育服务均等化。为了实现上述目标,区县需要推进区域教育治理体系和治理能力现代化,紧紧围绕资源配置、机制建设和内涵发展三个核心要素进行顶层设计,充分动员政府、学校、专业机构和社区的力量,稳扎稳打,实现城镇间、乡村间、城乡间教育均衡发展。上海市奉贤区作为上海唯一的"统筹城乡一体化试验区",在实践中形成了一套行之有效的城乡教育一体化推进模式,对其他地区具有示范作用。 The integration of urban and rural education and the high quality and equilibrium development of basic education is a common concern of the central government, the masses and the teachers and students. At present, the goal of integration of urban and rnral education in China is that by 2020, the balanced development of compulsory education and the equalization of basic public education services in urban and rural areas at county should be almost come true along with elimination of the dual structures of urban and rural development. In order to achieve those goals, local government needs to advance modernization in the governance system and governance capability and make the top-level design focused on resource allocation, mechanism construction and quality improvement. In practices local government needs to coordinate the forces of schools, professional institutions and communities to steadily promote the balanced development among urban areas and rnral areas. During 12th Five-Year-Plan period, Fengxian District was an urban and rural integrated development pilot area and Ministry of Education and Shanghai Municipal Government together promoted the educational comprehensive reform. There are some experiences of integrating urban and rural education which is also a demonstration for other areas.
