摘要
在总结"十二五"期间核技术利用辐射安全管理工作的基础上,分析了"十三五"核技术利用领域面临的挑战,统筹谋划"十三五"核技术利用辐射安全工作的总体思路,建议开展九个方面的工作,包括:加大研发力度,加强监管能力建设,健全法规标准,推进简政放权,加强高风险移动放射源管理,加强废旧放射源收贮,加强反恐能力建设,培育安全文化,深化公共参与。
The progresses in radiation safety management during the 12 th Five-Year Plan period were summarized; the challenges for nuclear technology utilization in the 13 th Five-Year Plan were analyzed,which came into the general approach to carrying out the 13 th Five-Year Plan. It was recommended that the work should be done in nine aspects,which were： promoting the healthy development of the industry,strengthening the supervision capacity construction, improving the standard of laws and regulations, promoting the decentralization of the government,strengthening the management of high-risk mobile radioactive sources,strengthening the storage of waste radioactive sources,strengthening the construction of anti-terrorism ability,cultivating safety culture,and deepening public participation.
