摘要
取消药品加成无疑是公立医院改革的重要突破,但如何客观认识、评价新旧制度对于理性预判药品零加成制度作用至关重要。笔者以辩证思维认识药品加成制度演变过程、政策依据以及取消药品加成的意义和政策效果局限性,从而客观评估药品零加成制度在目前医改进程中的作用和地位。
It is undoubtedly an important breakthrough for public hospitals to abolish medicine markup. However,how to understand and evaluate the new and old system objectively plays a paramount role in predicting the function of zero medicine markup system in a rational way. By understanding the evolution process,the policy basis of the medicine markup system,the significance of abolishing medicine markup and the limitations of political effect from the perspective of dialectical thinking,this paper is to assess objectively the role and status of the zero medicine markup system in current medical reform process.
