摘要
随着全球化的不断深入和转型期社会公共事务和风险治理难度的不断增加,传统的回应式政府治理范式已难以有效适应当前的时代需要,探索和构建具有前瞻能力的政府治理范式势在必行。因此笔者提出"前瞻性治理"的概念,具备现代政府运行特质。面对风险社会治理的挑战,前瞻性治理要以民众需求和实现公共利益为价值导向、以培育政府行政人员前瞻能力为抓手、以转变政府职能为关键、以现代信息技术平台为支撑、以风险治理常态化为重要举措、以跨域联动机制为手段、以健全法律制度为保障等路径构建得以实现。因此,前瞻性治理是风险社会背景下我国政府治理范式的有效选择。
With the deepening of globalization and the increasing difficulty of social public affairs and risk management in the transition period,It is already difficult for the traditional responsive governance paradigm to effectively respond to the current era requires.It is imperative to explore and establish the governance paradigm with the forward-looking ability.Therefore,the concept of the "forward-looking governance"is proposed in this paper,It has the characteristics of modern government,In order toFace the challenge of risk social governance,It can be realized through the following innovative routes:guided by the needs of the public and the realization of public interests,with fostering the forward-looking ability of government administrators as its starting point,with the transformation of government functions as its key,supported by the modern information technology platform,with the normalization of risk management as its important measure,with the cross-region linkage mechanism as its means,and with the sound legal system setup as its guarantee.The forward-looking governance is an effective choice of China's governance paradigm in the context of risk society.
