Aiming at the analysis on a flexible management system of expressway construction progress,the article sets forth expressway construction characteristics of the huge investment, long construction period and high interoperability. Based on these characteristics, the article analyzes the flexible management principles of expressway construction progress including the emphasis on the emotional management, the emphasis on the flexible management of organization, and the flexibility of strategy and decision. The article discusses the building of flexible management system of expressway construction progress separately for the flexible management route of expressway construction progress and the flexible management means of expressway construction progress.
