摘要
传统经济增长方式带来的环境问题,严重影响到洛阳市社会经济的可持续发展。绿色发展是打破传统经济发展模式、实施可持续发展战略的有效手段,是洛阳市产业转型升级的关键。在总结洛阳市近几年围绕绿色发展所取得成效的基础上,明确了产业转型升级进程中洛阳市绿色发展的主要路径,提出了倡导绿色发展理念、完善绿色发展机制、发展绿色产业、支持技术创新、提升承载空间、培育企业的社会责任、推行政府绿色采购、促进绿色就业等绿色发展措施。
The traditional economic growth mode, which has caused increasingly serious environmental problems, affects the socio-economic sustainable development. Green development can be an efficient strategy to break the tra- ditional economic development mode and insure the sustainable development, and it is the key to the industrial transformation and upgrade in Luoyang. This paper, based on summarization of the measures taken in recent years for the green development in Luoyang, clarifies the main paths of green development in Luoyang during the process of industrial transformation and upgrade, puts forward a series of measures for the green development, namely ： advocating the idea of green development, perfecting green development mechanism, developing green industry, supporting technological innovation, increasing the loading capacity, cultivating the social responsibilities of the enterprises, implying government green procurement, and promoting green employment, etc.
