摘要
随着我国大学生资助政策投入的逐年提高,资助政策的实施效果成为政府和学界关注的热点问题。本文基于公共政策评估理论,分析、提炼了大学生资助政策实施效果评估的5个维度共16条标准,并结合对北京市7所高校问卷调查的结果,通过构建结构方程模型,研究了相关因素对资助政策实施效果的作用路径和机制,揭示了多个因素综合影响资助政策实施效果的内在机理。结果表明,现有资助工作在经济助困和思想育人方面初见成效,但政策整体实施效果仍然有待提高。高校还需要从强化思想教育、专业化资助队伍、多元化资助渠道、深化精准资助等方面对资助工作进行完善和优化。
With financial aid policy the increasing fiscal input in college student funding, the performance of college student has become a hot issue. Based on the theory of public policy evaluation, this paper establishes a policy evaluation framework with 5 dimensions and 16 indicators. Questionnaire survey is also conducted among fresh graduates at 7 colleges and universities in Beijing. A structural equation modeling analysis of the survey data reveals the mechanisms of how multiple factors influence the performance of student financial aid policy. It is found that existing college student financial aid policies have taken effect in the fields of economic support and moral education, but there is still room for improvement. The paper puts forward several strategies for the enhancement of college student financial aid policy from the perspectives of ideological education, professional financial support team, diversified funding sources and precise funding.
