摘要
西部作为我国战略大后方,资源富饶、地广人稀。但现阶段,与东部、南部地区相比,西部农村在经济、教育、文化以及基础设施建设等方面尚存在一定差距。中国要持续发展,迅速崛起,就必须缩小东西部地区差距,坚持平衡式战略推进。根据中共中央、国务院办公厅颁发的《关于进一步加强新形势下农村精神文明建设工作的意见》等文件精神及要求,明确规定在新形势下要进一步加强新农村建设。我们要改变西部农村现状,就必须对人才使用进行甄选、培养、考核,以保障西部新农村建设健康、持续发展。大学生村官这个新角色恰好成为新时代我国西部建设和发展的生力军。实际上,我们循序运用好大学生村官这一杠杆,将有利于促进西部新农村建设的稳步推进。目前,通过各地走访,发现大学生村官的质量和稳定性不容乐观,其因素众多。经过调查研究,通过对大学生村官的能力、属性、角色、工作配合等内容以及他们在西部新农村建设发展中发挥的优势作用的考察,我们发现了问题的症结所在。经过对策性研究分析,我们提供了可供参考的解决方案,努力为西部新农村建设摸索出一套科学化、体系化的"大学生村官培养"机制,以保证大学生村官输送的质量和西部农村建设的成效,并彻底实现大学生村官在培养、考核、评估等方面的科学化、实效化、常态化。
As China＇s strategic rear area, the west China is rich in resource and sparsely populated. But at this stage, compared with the south and east regions, the western rural economy, education, culture and infrastructure construction have a certain gap. If China wants to continue to develop and rise rapidly, it must narrow the gap in the eastern and western regions and pursue a balanced strategy. The document named Suggestions on Further Strengthening the Construction Work of Rural Spiritual Civilization under the New Situation issued by the general office of the CPC Central Committee and the State Council clearly stipulates that the construction of new rural should be further strengthened under the new situation. The college-graduate village official, a new role, just becomes the new force of western China＇s construction and development. To change the current situation of western rural areas, we must select, train and test the talents to ensure the healthy and sustainable development of the new rural areas in the west. In fact, a good use of the lever of the village officials of university graduate will help promote the construction of new rural areas in the west. At present, survey finds the quality and stability of university-graduate village officials are not optimistic as a result of many factors. Through the study on the abilities, attributes, roles, work cooperation and other contents of the university-graduate village officials and their function in new rural construction and development in west China, the crux of the problem is discovered. Through the analysis of countermeasures, we provide a reference solution and try to find out a set of scientific and systemized training mechanism for college-graduate village officials in new rural construction and development in west China to ensure the quality of the college-graduate village officials and the effectiveness of rural construction in the west China and thoroughly realize the scientization, effectiveness and normalization in training, assessment and evaluation of college-graduate village officials.
