摘要
残疾儿童作为儿童中的弱势群体,其康复教育的发展不仅是残疾人事业关注的重点,更是儿童福利的重要内容之一,与残疾儿童自身健康发展有着密切的关系。从积极福利视角出发,我国残疾儿童的康复教育应转变观念,使更多的残疾儿童能从积极的康复政策中平等地享有康复权。不仅要健全相关法律法规,更要明确政府责任,动员社会各界参与其中,构建多元化的残疾儿童康复服务体系。
As the vulnerable group of children, the rehabilitation development of disabled children is not only the focus of handicapped utilities, but also one of the important components of child welfare and it is closely linked with the healthy development of disabled children. From the point of view of positive welfare, the rehabilitation and education of disabled children in our country should transfer the concept, make more disabled children can enjoy rehabilitation right equally according to the positive rehabilitation policies. Not only need to strengthen the related laws and regulations, but also clear the responsibility of government, mobilize social public to take part in it and establish diversified rehabilitation service system for the disabled chil-en.
