摘要
引入顾客满意度指数(ACSI)并对公众舆情评估进行适用性修正,从基本认知、公众期望、感知质量和公众参与四个维度构建雾霾治理公众舆情评估模型,设计量表;借助CATI系统和SPSS分析软件对浙江省十一个地市的社会公众进行随机抽样调查和定量评估。评估发现,公众对雾霾及其治理的基本认知仍停留于感性直观层面;政府部门与公众之间信息不对称情况较为严重;公众期望与政府治霾力度之间有较大差距;公众感知质量水平仍有待提升。因此,应定向优化治霾举措,强化舆论宣传作用。
Public opinion assessment is one of the important methods and tools for the evaluation of agenda setting,planning and design,and implementation of adjustment in public projects,having thus become an important content of public project evaluation.The study constructs a haze governance public opinion assessment model based on ACSI.It designs a measurement table,and carries on a random sampling survey and quantitative assessment by using the CATI system and the SPSS software,to make policy suggestions for haze governance in Zhejiang province.
