摘要
2005年欧洲高等教育区卑尔根部长级会议上正式采纳了由高等教育质量保证协会所建立的一套《欧洲高等教育质量保证标准与指南》。考虑到2005年以来欧洲高等教育的新变化:以学习者为中心、混合式的学习方式、认可从非正式教育中获得的能力、高等教育国际化和数字化学习的普及等,2015年耶烈万部长级会议上通过并采用了修订版的标准与指南。2015年的修订版不但在理念上与2005年版有了较大区别,而且在今后的实施过程中必然会面对更多的挑战和困难。
The Standards and Guidelines of Quality Assurance of Higher Education Area in Europe,which were established by Higher Education Quality Assurance Association,was formally adopted at the Bergen Ministerial Conference in European higher education area in 2005. Considering the latest development of European higher education since 2005,such as learner-centeredness,hybrid learning,acknowledgement of acquiring ability from informal education,internationalization of higher education and popularization of digital learning,etc,the revised standard and guideline were accepted and adopted at Yerevan Ministerial Conference in 2015. The revised vision(2015) is quite different from the original one(1005) in notion and principles,and the new edition is likely to encounter many difficulties in the process of its implementation.
