摘要
本文构建了一个包含工业、服务业和政府的三部门效率模型,以分析城市用地出让价格对于产业结构的影响。全国48个城市的面板数据实证结果表明,土地出让价格结构不合理是导致产业结构失调的原因之一。本文通过对环渤海经济圈、长三角经济圈和中西部城市的分区数据的进一步分析发现,不同区域工业用地出让价格偏低对于产业结构的影响不同。在重工业较发达、经济发展较快的地区,工业用地出让价格偏低对于产业结构优化的负面影响相对更大。因此,应尽快转变地方政府官员的考核和任免制度,改变税收模式,减少政府补贴工业用地市场的行为,因地制宜的促进产业结构的升级。
This paper analyzes the impact of urban land transfer price on industrial structure through constructing a three-sector efficiency model including industry, service industry and government. The panel data of 48 cities in China show that the imbalance of land transfer price is one of the reasons leading to the imbalance of industrial structure. Fur- thennore, the influence is different in different area through the analysis of the data of Bohai Economic Rim, Yangtze River Delta economic circle and the Midwest cities. In the heavy industry development area, the negative impact on the optimization of industrial structure is relatively bigger. Therefore, the system of assessment and appointment and removal of local government officials should be changed as soon as possible, the tax model should be changed, the government subsidies in the industrial land market behavior should be reduced, and the upgrading of the industrial structure should be promoted according to the local conditions.
