摘要
我国国家公园建设的主要目标是解决并整合当前保护地体系的碎片化和多头管理问题,合理的功能分区是实现生态系统完整性保护与公众游憩利用协调发展的关键。本文以拟建设的楚雄哀牢山国家公园鄂嘉片区(即双柏县鄂嘉镇)为对象,依据世界自然保护联盟(IUCN)濒危物种绿孔雀的潜在生境进行功能分区。结果表明:(1)楚雄哀牢山国家公园鄂嘉片区的建设对哀牢山中山湿性常绿阔叶林和河谷季雨林等生态系统的完整性及其旗舰物种尤其是濒危物种绿孔雀的保护具有重要意义,可实现保护区和保护对象的空间整合;(2)依据海拔、坡度、坡向和植被类型提取的绿孔雀潜在生境和不适宜生境面积分别占总面积的20.32%和79.68%,因潜在生境斑块面积小且破碎,所以将间距小于500 m的潜在生境斑块进行连接,根据连接线的密度提取出潜在生境核心区;(3)在保护生态系统完整性和濒危物种适宜生境、整合原有保护区、兼顾社区发展和游憩利用的划分原则下,将鄂嘉片区划分为核心保护区、生态保育区、传统利用区、游憩展示区与人类活动区,各区分别占总面积的66.90%、16.80%、7.01%、0.24%和9.02%,各功能区的保护利用要求不同。
The foremost aim of Chinese National Park Construction Project is to solve the problems of spatial fragmenting and multiple managing of the current conservation areas,in which the appropriate functional zoning is a key part to integrate the protection of the integrity of ecosystem and the sustainable development of public recreation. This paper took the Ejia District in Shuangbai County of Ailao Mountain National Park as a case in point to conduct a study of its functional zoning with the potential habitats of an IUCN endangered species,Green Peafowl,as a major index. The results show that:( 1) The construction of the Ejia District would have great significance on protecting the ecosystematic integrity of the evergreen broad-leaved forests,dry-hot valley monsoon forests and the flag species,especially the endangered Green Peafowl in Ailao Mountain.( 2) The potential habitats of Green Peafowl calculated by the index of altitude,slope,aspect and vegetation type are fragmented patches with small areas. Therefore we further took the habitat patches as the center to search for the habitat patches with a 500 m-diameter 's circle to get the connecting lines,and then reached the suitable and unsuitable area of Green Peafowl accounting for 20. 32% and 79. 68% of the whole park,respectively. It is found that the suitable areas for them are limited.( 3) In light of the zoning rules of protecting the ecosystem integrity and the criteria of a suitable area for endangered species,integrating the former conservation region and balancing community development and public recreation,the authors believed that the Ejia District can be divided into five zones,namely core conservation area,ecoproductive area,traditional use area,recreation area,and human activity area,which account for 66.90% 、16. 80% 、7. 01% 、0. 24% and 9. 02% respectively,and each of the five zones has its own rules for protection and utilization.
