摘要
结合广东省重大科技专项中期评估实际工作,研究技术成熟度(TRL)在省级科技计划项目评估中的应用方法,建立基于TRL方法的一般评价规则,并针对不同的科技项目类型给出评价标准与实施方案。该方法可以分别对项目关键技术的当前状态、较立项状态提升的程度以及与目标预期状态的距离进行评价,有助于及时掌握项目关键技术的实施进展情况、发现潜在的技术风险。广东省重大科技专项中期评估首次尝试采用了TRL方法,可作为一般省级科技项目的应用参考。
Technology Readiness Level(TRL) piloted in mid-term assessment of significant provincial technology project of Guangdong province is discussed as the quantitative assessment approach applied in general technology projects. The application of the assessment standard and implementation details for different categories of technology projects are explored in this paper. The state of a technological project is classified into nine TRL Levels from initial to final state during a life-cycle prospectively, in which the efficiency of project implementation management could be promoted by TRL level quantification indexes. In addition, it is helpful to control the potential risks. TRL application in mid-term assessment of significant provincial technology project of Guangdong province is shown in the paper as the reference for general provincial project.
