摘要
为实现资源合理开发利用、经济社会可持续发展的目标,以三都县为例,结合三都县实际情况构建包括2个准则层、5个要素层、9个指标层的生态功能评价指标体系,利用RS技术从遥感影像上提取评价指标数据,结合GIS技术与生态功能区功能状况指数(FEI)模型评价三都县生态功能状况。研究结果表明:三都县生态环境质量总评价值为65.33,生态环境状况整体呈现良好趋势,但各个乡镇生态环境质量不一。全县存在生态保护红线面积少(仅占全县国土面积29.83%),污染物浓度接近超标状态等生态环境问题。针对三都县水源涵养功能定位,未来发展应加大水源涵养能力与水土保持能力的保护力度,因地制宜地科学制定产业准入负面清单,提高产业准入门槛。
In order to realize sustainable economic and social development,the ecological function evaluation index system was constructed with two standard layers,five element layers and nine index layers which was accorded to the actual situation of Sandu County. The data of each evaluation index were extracted from remote sensing image by RS tools. According to the functional status index( FEI) model and GIS tools,the evaluation index data were used to evaluate the ecological function status of the Sandu County. The result showed that the total evaluation value of ecological environment quality was 65. 33,which indicated that the ecological environment presented a good trend as a whole,but the ecological environment quality were different in each town. Sandu County had been excising the ecological redline less occupation of its territory area( only29. 83%) and the integrated pollution index of pollutant concentration nearly exceeded the standard. According to the water conservation function positioning, the water conservation capacity and soil and water conservation capacity should be strengthened,negative list of industrial admittance should be made scientifically,based on the actual situation to improve industrial access threshold.
