摘要
作为一种邻里社区自治组织,住宅社区协会可谓美国城市治理的新探索,自1960年代起在美国呈井喷式发展,至今有34万个之众,涵盖美国约21%的人口,在大型大都市区最为普遍。它具有提供集体管理共同财产的机制、提供服务、征收费用、监管居民行为、游说地方政府五个功能。住宅社区协会改变了美国政府间关系,尤其是在税收和治理方面。住宅社区协会的兴起是美国近50年来住房市场和地方治理领域最为突出的现象。
As one kind of home-rule neighborhood organizations,residential community associations,a new exploration in urban governance have developed greatly since 1960 s,and amounts to 340,000 today,especially in large metropolitan areas,occupying 12% of American population.They serve five functions:provide the homeowner with the mechanism to manage commonly owned property,provide services,collect fees,regulate the behaviors of residents,and lobby the local governments.Residential Community Associations changed the intergovernmental relationships,especially on the taxes and local governance.The rise of RCAs is the most prominent phenomenon in the American house market and local governances in the past 50 years.
